We have discuss about Allowed IP user to create article on Chinese Wikipedia and we have already have a vote, see http://zh.wikipedia.org/wiki/Wikipedia:%E6%8A%95%E7%A5%A8/%E9%96%8B%E6%94%BE%E6%9B%B4%E5%A4%9A%E7%B7%A8%E8%BC%AF%E6%AC%8A%E9%99%90#.E6.96.B9.E6.A1.88.E5.9B.9B .

The result is OPEN. Please allowed IP user to create article on Chinese Wikipedia.

It has some issues, I think, which should be taken into account. In the voting page, it has the place for commenting. There have some comments which questioned the rules of vote, especially the passing rate. They believed that the passing rate should be set at 2/3, however, the user who launched this vote has turned a blind eye to those commments and continued to use the plurality voting system. Moreover, in the follow-up discussion, it has some users thought that the ratio of support and oppose is too close. Therefore, the result should be NO CONCENSUS. The result is support: oppose: neutral = 9:8:1. All in all, it is proposed to suspend this request. Thank you.
