Since the introduction of the iframe-based edit window, the tab order is messed up (the edit window is followed by the TOC links instead of the summary). Tested on FF 3.5. On Chrome 4, tab does not work at all (it inserts a tab character in the wikitext instead).

Sounds like a dupe of bug 22311.
