The adding on top issues were covered in another bug (blanking on the number), which leaves the tooltip.

I can't replicate the tooltip problem in Opera. Tested in Opera 10.10 on Mac and Opera 9.6 on PC. Both function as intended.

Now that the TOC and Dialogs are not being turned on for this browser, this is going to be fixed later (when we sort things out for this browser)
