I have found the skins to be difficult to edit.  I ended up rewriting the skins class to utilize smarty for easier skin creation and control.  Is this a change that MediaWiki would like to have submitted back for consideration in future releases?

Originally, mediawiki used PHPTal for skins.
I don't think we want to go back to templating, but having the ability to use smarty templates as an added feature could be interesting.
