We are created this "উইকিপিডিয়া:Upload" (http://bn.wikipedia.org/wiki/উইকিপিডিয়া:Upload) page as like English wikipedia "Wikipedia:Upload"(http://en.wikipedia.org/wiki/Wikipedia:Upload). But when we click on any blue link it open a page for upload file with english interface left side sidebar and other interface. How do we fix this issue.

Probably because your using &uselang=bn-internet (and the mediawiki messages have no /bn-internet subpage to make the uselang hack work, thus defaulting to english). Try removing all the uselang=something parameters from your links. 

Changing to invalid, as this does not seem to be a bug with mediawiki.
