Placing nowiki tags around an external link causes the link to bypass the spam blacklist. This means that users can effectively add their links anyway. The functionality should be changed — blacklisting should mean that any link matching the blacklist can't be added, nowiki or not.

The spam blacklist is only for blocking linked external links, not plain text.
