Under certain circumstances, the header count code will loose track of headers, so the edit link no longer points at the header it is next to. Generally, it is just the last one. The URL is where I last observed this behavior. It may be associated with hanging '' (italic marks), due to the PHP roots of it.

This was caused by an open template.
