Due to abuse, an IP is only globally blocked if there is massive abuse, it should be blocked from resetting passwords too, because this is abused to annoy blocking admins. Thanks.

This is a very high priority bug; stewards are starting to get password resets
daily from banned IPs.

Already done by Andrew in June 2009 with r51990.
