The API does not list any edits for users blocked with 'hideuser', but Special:Contributions does. (This is particularly relevant to [[m:user:StewardBot]], which checks whether they have edits to suggest unhiding.)
For users with 'hideuser', contribs shows the edits, otherwise it doesn't. So the issue is that the API never shows them no matter what?
Yep. The API listing the edits for users with 'hideuser' would be ideal.
