On wikis with relatively few pages, the Allpages list has only one section entry and is a bit confusing.

It should probably go directly to the 3-column page list when there are 480 or fewer entries.

Patch against current CVS

This patch makes it so that the "top-level index" is not shown if it would
contain only two sections or less.
