&dontcountme=s was an old Webalizer hack used to make sure that scripts wouldn't screw up pageview stats. Wikimedia hasn't used Webalizer since about 2004, I believe. If there's anywhere in the code that &dontcountme=s is still being used, it should be removed per r35103. I've adjusted the bug summary accordingly.
http://www.mediawiki.org/wiki/Extension:GlobalCssJs#GlobalCssJs.php seems to still use &dontcountme=s

I don't see any usages of 'dontcountme' anywhere in Wikimedia SVN-maintained extensions, and the only instance in MW core is in the completely unused MonoBookCBT template.
