That dump does contain only one <restrictions>...</> tag for Bild:Wiki.png, all the other edit and move restrictions are not mentioned. For example [[bar:Hauptseitn]] [edit=autoconfirmed:move=sysop]!

For other projects there are more restrictions mentioned in the dumps, but do not seem to be updated anymore.
Something broken?

This'll be an issue with base XML export... need to make sure it's pulling new restrictions info and doing it in a fairly efficient manner.

Moving back, because this is a mediawiki bug.

The export contains only page restrictions, which are stored in the field page.page_restrictions from pre1.10, but with 1.10 the protection system was changed and new protection are stored in the table page_restrictions, which is not used in Export.php. That need change of core.
