After upgrading my Mediawiki from 1.7.1 to 1.13 I can't use any HTML tags within the $wgSiteNotice variable. Only output I get is the raw text I inputted like

</pre>
I'm not really sure if this is a bug. My first guess was that there was a general change in handling $wgSiteNotce but after searching for 2 hours I didn't find any hints. 
I query a database to show additional information (including links) at the beginning of an article. I urgently need to use HTML in this notice. Is there any way like replacing some files with old ones to make this work again? Where can I find more information?
