Currently new accounts are unified upon creation. However old accounts are only unified on an opt-in basis. When cross-wiki vandals do not unify their accounts, their account must be blocked on a wiki-by-wiki basis. Please allow stewards to force the accounts to merge so the global account may be locked (and hidden if required).

This request has been obsoleted for a few years already: it's highly unlikely that vandals have big reserves of 5+ years old local accounts.
Considering bug 35707, although delayed, this is surely not going to be fixed.
