http://en.wikipedia.org/wiki/Giant_Enemy_Crab fails to open when clicked in IE 7 on Windows XP government SDC v 1.3. Instead it initiates a download box.

Is it consistent? What do you get when you download?

Seems not to do it anymore since the 6 aug edit, I had a couple of my co-workers check it at the time and it was busted for them too, the old revision seems to come up fine. Since there isn't much we can work off of at this point, might just have been weirdness in the government networks.
