There are still certain files that have bad unicode file names (due to bug 215). 
An example in the German WP is the first picture used in 
http://de.wikipedia.org/wiki/S%C3%A4äulenordnung 
 
Perhaps a script could look for such images and normalize them.

INVALID, the page referenced here doesn't exist and this is really something for
bot oprators on de. not developers.
