As far as I can tell, the SVG renderer on WikiMedia sites is not properly hiding layers that have been marked as 'hidden' in Inkscape.

For example, if you look at the preview page here, you can see a black 2px border around the image (which is in a hidden layer):

But when you open the SVG file in a browser/editor, the black border disappears -- as it should be:

Appears to be fixed already in RSVG 2.22.2.
