If you view a page that does not have its talkpage, or a talkpage that does not have the corresponding content page, the content-action tabs [article]/[discussion] are red (which is correct), but do not use the redlink=1 flag. That means that e.g. on English Wikipedia, an anonymous user clicking on a red [article] tab is shown the “Unauthorized” page instead of a plain “Wikipedia does not have an article with this exact name.” (as he would if clicking on a red link in an article contents).

action=edit and redlink=1 on the same URL will still show the edit form: http://en.wikipedia.org/w/index.php?title=User:SQL/sdfjdfklj&action=edit&redlink=1 redlink=1 by itself, shows the page you want.

No, it will not. Using redlink=1 by itself does nothing, its only use is when you are trying to edit page you do not have edit permissions to (like being logged out and clicking on a red link on English Wikipedia). You probably tested the behavior while logged in. Log out and try again.
