This is somewhat different from the last request; instead of the pages that are transcluded in the cascading protected page to be full-protected, is there a way to make them semi-protected? This way, non-sysops cannot protect or unprotect a page by editing the page protected with the cascading option, and still can edit the cascaded page(s).

THis would still allow an unprivileged user to semi-protect arbitrary pages.
