Transwiki import sources should be configurable by stewards, rather then by sysadmins. In order to facilitate that, an interface for configuring should be made. Rationale: this is really not a big deal and sometimes it's a pain to wait for sysadmins to respond to bug requests.
With the full deployment of SUL, import sources should become completely irrelevant. There will be no threat of impersonation, so all wikis could be permitted to import from all others, unless there's some other reason I don't know of to restrict it.
Indeed, I would recommend just enabling the ability to pull from any of our other wikis for transwiki import... but we'll need to tweak the UI to make that sensible, I think.

Moving to MediaWiki from site requests. This is something that needs new MediaWiki software development.
Setting component Export/Import. Should this be core or an extension?
May as well be core. Probably should eventually fold into a long-term admin configuration system redo, but this can be done without it in the meantime; an isolated config list of sources would be easy enough to do.
I suggest this would be a 'disabled by default' special page. MediaWiki has got too many of them already.
