Since the upload file summary modifies the image text directly, I have taken to
writing a template of the form {{LSF vocab kowey|word=foo}}.  The template
contains all the information that commons wants, a description, a license tag,
and a category; however, when I select the category I find the image does not
appear.  If I click on "edit" and then "submit" without making any
modifications, then the category gets updated correctly.
