If the lookup in Block::load() (includes/Vlock.php) does not result in any
blocks, also check the host IP on spamhaus XBL. It is a matter of checking if
<<Reversed dotted IP>>.sbl-xbl.spamhaus.org resolves into an address or not.
This could probably also eliminate the need for a proxy check.

This is now available through $wgUseSorbs (it's configurable to use any DNSBL, AFAIK).
