Wikimedia Bugzilla is closed!

Wikimedia has migrated from Bugzilla to Phabricator. Bug reports should be created and updated in Wikimedia Phabricator instead. Please create an account in Phabricator and add your Bugzilla email address to it.
Wikimedia Bugzilla is read-only. If you try to edit or create any bug report in Bugzilla you will be shown an intentional error message.
In order to access the Phabricator task corresponding to a Bugzilla report, just remove "static-" from its URL.
You could still run searches in Bugzilla or access your list of votes but bug reports will obviously not be up-to-date in Bugzilla.

I am fairly new to MediaWiki.  I don't see this error posted.

Recently I moved my server to a new machine.  It is running windows, not Linux (the old server).

What I did was take the MediaWiki things (wiki folder), zipped it and then unzipped it at the new server.  In the local settings file I put in the new path (only change) and now nothing works.

(LocalSettings.php file): $IP = "/htdocs/wiki";

The error I get is this:
Warning: dir(/wiki/skins) [function.dir]: failed to open dir: Invalid argument in C:\xampp\htdocs\wiki\includes\Skin.php on line 22

Fatal error: Call to a member function read() on a non-object in C:\xampp\htdocs\wiki\includes\Skin.php on line 27
