For various reasons such as decency or (local) copyright, some relevant links in Wikipedia are not given as a clickable link but rather just as a written URL as some sort of compromise, for example at  http://en.wikipedia.org/wiki/2_Girls_1_Cup or http://de.wikipedia.org/wiki/AnyDVD

Similar to the concept of ISBN link transformation (but this time on the users's site), this feature requests asks for a Gadget at the user's .js that transforms all plain text starting with http:// into a clickable link, used as an opt-in-choice.

There are no "global" Gadgets at the moment. Ask some user to develop this script, then advertise it on different projects so local sysop would make it a Gadget. 

This has nothing to do with Bugzilla. Unless you're actually asking for a built-in MediaWiki feature, and another option in preferences.

INVALIDing per AlexSm, gadgets for individual users should be requested elsewhere (like http://en.wikipedia.org/wiki/Wikipedia:WikiProject_User_scripts/Requests ). Reopen if this is a request for a built-in user preference, though I don't really see that happening.
