A user who gains rights, has the addition logged locally (eg +sysop).

However a user who loses rights does not, and this confuses a number of users.

eg:  http://en.wikipedia.org/wiki/User_talk:FT2#Archtransit

Users probably assume the log is complete, and local users on wikis probably don't know to check the stewards logs on meta for the other half of it. 

Can all rights and rights removals (for all privileges) be logged locally? or at a minimum, the rights whose granting is logged locally, have their removal logged locally too?
