Stewards should be able to block users on another projects, so they won't need to sysop them on the project when they need to ban a spambot or vandal.

Reopened. Global blocking != crosswiki blocking, and these were discussed separately. See the discussion linked above and related discussion on that list in the same month.

Fixed. I created CrosswikiBlock extension, now it needs to be reviewed and installed on Wikimedia.
