I ask in particular to have a way to allow specific CSS declarations for wikitext on commons, which is used on image pages to be used on wikipedia as well, when watching the particular image page. This could be done by having a special css page for global declarations (Mediawiki:global.css for example), and when viewing a page that contains transwikied data, include that CSS page.

I'm not sure if this is what you want, but a while ago when we noticed that the description of images on Commons is not shown correctly on Persian Wikipedia (because Commons is in Enligh --a left-to-right language-- and Persian is a right-to-left language) we solved the problem by simply adding some parts to the Persian Wikipedia's Common.css (or Monobook.css, not sure). What I want to say is, at least for commons, the transwikied data has enough IDs and NAMEs in it to be handled through separat CSS code on the destination wiki.
