I think it's text/xml, not application/xml.

P.S. application/xml is also valid, but some browsers don't understand it, so text/xml is more compatible

Why do you want it understood by the browser?
It's xml for an specific subset of applications. text/xml would imho be misleading.

I'm inclined to wontfix; application/xml seems entirely correct.

Can you give an example where a) it makes a difference and b) it seems desireable?

Okay, I think there's no differnce. The only difference is in menaing. So WONTFIX
