You are going to have to clarify what you would like... do you mean:
 (1.) Lock the database? --> This means that no changes can be made at all, this applies to sysops, regular users, and IPs.
 (2.) Disable all anonymous access? --> This means users can't read pages or edit pages.

Or maybe you mean one or both of the other two choices:
 (1.) Anonymous users can't edit pages?
 (2.) Account creation is disabled?

For anonymous user, disable page edit and account creation.
For users, disable account creation.

Done.
