Whereas old username blocks may be safely ignored, as they are generally banned users and would in any event require the person with the password to know they were unblocked, IP addresses have often re-assigned and are the default way for someone, especially someone new or naive, to edit Wikipedia.

Thus, it would be convenient to be able to filter Special:Ipblocklist to show only blocked IPs, so that IPs blocked years ago that were accidentally blocked indefinitely or that are no longer open proxies, may be easily checked and removed.
