In order to access the Phabricator task corresponding to a Bugzilla report, just remove "static-" from its URL.
You could still run searches in Bugzilla or access your list of votes but bug reports will obviously not be up-to-date in Bugzilla.

It looks correct to me, whether I choose 'always png' or 'preferred method for
modern browsers'.

It can definitely be reproduced; see the URL.  Please note that it's a solid
white image.

It's conceivable that this bug could be used for some sort of DoS attack, so
it's fairly serious.

Similar issue to bug 163? Looks like it's producing a page break or something.
