While attempting to download the file

you get for https://upload.wikimedia.org/wikipedia/commons/d/db/FAO_logo.svg 
404: File not found.

How has it been lost and how to restore it?
No file operation seems to be performed on it since it has been transferred from enwiki in 2009. Only its descriprion page was modified.

Previously generated (when?) thumbnails work, while generating a new one with different size is not possible now.

Nothing interesting in file history. Probably a duplicate of bug 70556.
