When trying to edit a JS/CSS file on *another user's* page, protection is automatically enabled and 
only the page's source is shown. When trying to do so on a nonexistant page (see example URL), it 
in fact shows the page source of the nonexistant page template.

Confirmed. Administrators need to log out in order to see this effect.

It's got little, if anything, to do with bug 1040.

This was fixed some time ago.
