If a new page is created, and more edits are done to that page, then the new page cannot be patrolled through the enhanced recent changes interface... the only way to patrol it is to patrol all of the later edits to the page, then turn on "hide patrolled edits", then you can patrol the page itself (unless it has been edited in the meantime, in which case you have to patrol *that* edit as well...). If there are subsequent edits listed, and the page is folded into that handy little list, then none of the links for the new page have the rcid.
Probably the sensible thing would be to include the rcid on the old-revision reviews in the fold-out. Currently it only seems to be on the last-diff.

This bug is invalid. In enhanced recent changes interface, the rcid is included in the link to the view of the first revision. For example, in the following slightly doctored view, clicking on "08:25" results in a page that has a "[Mark this page as patrolled]" link at the bottom as normal. - N \/ ! 08:29 Poem of poverty (3 changes) . . (+5,404) . . (Page history) [Cradel (3×)] m ! 08:29 (cur; last) . . (+29) . . Cradel (Talk | contribs | block) m ! 08:26 (cur; last) . . (0) . . Cradel (Talk | contribs | block) N ! 08:25 (cur; last) . . (+5,375) . . Cradel (Talk | contribs | block) (New page: ...) http://en.wikisource.org/w/index.php?title=Poem_of_poverty&curid=219864&oldid=708092&rcid=678648
It used to not be included.
