At the moment I see across the WSes, stuff all the way up to ns 113 in use on other WS ns, so advice on that from the tech community would be appreciated

I would think that we would probably want to steer clear of that then. This is for works in other languages than English that have been translated by Wikisourcers into English.

I doubt that English Wikisource will ever need that extension anyway, so the risk of confusion is minimal.

110/111 are used for other purposes on ptWS and itWS, so they are not clear. Maybe it is a pipedream, though I would like to see some clarity (sanity?) to manage namespaces across WSes.
As far as I know, the Hebrew Wikisource is currently the only one to have such namespace. Since namespace no. 110/111 are used for other purposes on the Italian and Portuguese Wikisources, my suggestion is to create the namespace at a number that is not used anywhere.
[Taking the bug, will submit a patch later today (PST).] I'm gonna go with no. 114 for the new namespace and 115 for the corresponding talk page namespace.
