If I create a new page without specifying an edit summary, even though I have "Prompt me when entering a blank edit summary" checked, it doesn't prompt me to specify one on Wikipedia and Wikiquote (1.21wmf6 (9e7e0d1)).

I originally mention this at bug 8065 https://bugzilla.wikimedia.org/show_bug.cgi?id=8065 but was suggested to start a new bug.

This is obviously dupe of bug 8065 and should be marked as such.

Danny: No, an issue in the codebase that was fixed three years ago obviously has nothing to do with this though it's the same outcome.
