A thumbnail doesn't scale up an image if it is smaller than the default thumb size (it 
did do this before, but has been fixed, though I can't find the number of the original 
bug).  However, it still uses a |thumb| style box with magnifying glass when it should 
use a |frame| style box because it can't be magnified further.

I don't understand how this can be a "duplicate of bug 13214". Bug 13214 is about galleries. Here the user requests that this:

[[File:Icon External Link.png|thumb|Example]]

should be rendered like this:

[[File:Icon External Link.png|frame|Example]]

In other words: The "Enlarge" icon (which is http://bits.wikimedia.org/skins-1.18/common/images/magnify-clip.png) should be omitted if an image can't be enlarged.

This seems like it should be a marker class added and a CSS fix?  In Parsoid we don't actually want to round trip the image as "framed" if the user specifies "thumb".
