The upload wizard should support uploading to other domains, so that its possible to use the upload wizard interface on other domains such as "en.wikipedia.org" while uploading to "commons.wikimedia.org". This is useful for integrating with the add media wizard that makes an upload interface available on edit pages.

A possible solution is easyXDM, an example upload form can be found at http://consumer.easyxdm.net/current/example/upload.html.
