When the user in the Learn tab, he/she should scroll to the bottom to reach Next button to navigate to Upload tab.

This is not usable for a experienced user.

Better to have a Next tab at the top also.

Note that this is a temporary workaround for bug 24693.

Kaldari fixed the main issue that this refers to, as a partial fix to bug 24693, so I am closing this.
