Currently if you are on $1 language subdomain of some Wikimedia project the [[chapter:$2]] interwiki link will bring you to $1.wikimedia.org/wiki/$2 , which will work if the chapter has his hosted by the WMF, but if the chapter has his own wiki will (at best) redirect you to the chapter main page because that wikimedia.org subdomain is a redirect to the chapter's domain. Currently you can't use interwiki to link specific pages on those wikis: that's inconsistent and unhandy and forces us to have unwanted "nofollow". The interwiki should bring you directly to the chapter's wiki page when it's the case (or maybe the redirect from wikimedia.org subdomains should be rewritten, I don't know how these things work). The best way to do this is to create .wikimedia.org redirects for all of these, e.g. http://ar.wikimedia.org/ => http://www.wikimedia.org.ar/
As I said, sometimes such redirects are in place (e.g. http://it.wikimedia.org/), but they don't work (maybe it redirect to http://www.wikimedia.it/wiki/ instead of http://www.wikimedia.it/index.php/ , I don't know). Redirects to listed wikis should exist anyway, but obviously since projects are by language and chapters by country some of the previously listed interwikis can't be implemented at all. Perhaps its better for consistency and stability that instead of linking to a chapter wiki via chapter: to use the wm**: interwikis (wmnl: wmuk: wmde: etc.) Those already exist and leave no ambiguity. I'd even support long-term removal of chapter: interwiki, currently its already somewhat broken since it links to inexistant wikis for some language wikis. Replacement should be fairly simple (for each wiki that has a chapter: to a workign wiki, replace links to chapter: with wm$lang:)

But note that this wouldn't solve the original request, which was to have redirects from .wikimedia.org to the custom domains the chapters use. For reference, this has been done for WMPT: see bug 30123. The redirect from the country-code subdomain is correct, but it would be incorrect for the chapter: interwiki to link say from de.wiki to WM-DE (there's also WM-AT) or from en.wiki to WM-UK.

Ok, so I take it that you also agree with Krinke's proposal. So two things need to be done: 1. replace the chapter: interwiki prefix with wm** ones, as Krinkle suggested in comment #6 2. add custom redirect rules (see bug 30123 comment 4) so that one can link to specific pages in chapter wikis that are located in custom domains (complete list at comment #0)
Jeremy: I note your comment at I5e7490c5db836d132cb1a9693a703ffdd0c1e8bc: kill redirects for hostnames where DNS doesn't point to the cluster (cz, cs) Does this mean you are not prepared to allow redirects from WMF hostnames to non-WMF-hosted chapter sites, e.g. hu.wikimedia.org -> http://wikimedia.hu ?
Marking this WONTFIX. All linking to chapter sites should be done using "wmXY:" prefixes instead. Tim Starling has recommended not to waste effort working on fixing the chapter interwiki setup. In my view, the "chapter:" prefix should never have been set up in the first place, and should be considered deprecated (although obviously it can never really be removed).
