Hallo!

[[yi:User:Gangleri/tests/TOC and sections]] shows differences between the
sections and the TOC.

Section follows dir="foo" but TOC not.

Anchors seems to be OK.

marking this bug as a duplicate of
bug 4039: BiDI: In TOC dir="ltr" should render as &#8234; and dir="rtl" as &#8235;
because last offers a solution to the problem
