Given our quarterly release schedule and 1.15 having been released June 10, 2009, it is about time to branch 1.16 and to get ready to push out a new stable version, which usually takes 3-5 weeks to go to final.
It's definitely getting to that time... I think we want to shake out some of the JS2 and new-upload stuff first though.
Then we should probably use this one as a tracking bug. Let's get those blockers visible...

Per Tim Starling on mailing list[1]: "I've been working on a rewrite of the script loader and a reorganisation of the JS2 stuff. I'd like to delay 1.16 until that's in and tested. Brion has said that he doesn't want Michael Dale's branch merge reverted, so as far as I can see, a schedule delay is the only other way to maintain an appropriate quality." *poke poke* Tim de-merged JS2 in r59446 so we can move forward to 1.16. As far as outstanding blockers, the things that come to mind offhand are: 1) any outstanding "fixmes" on Code Review, and 2) the upload code needs some more testing (bug 21663 seems like a regression...) There's probably other things we need to clean up as well.
