In the same way we allow preloading templates for editing articles, it would be a handy feature to allow preloading image templates in the summary field on Special:Upload. These image templates could be tags {{GFDL}} or full blown templates which the user uploading the image could/should/would fill out with additional data on the image. Wondering how relevant this still is in times of Commons mostly using UploadWizard (see e.g. bug 49443 for those issues).
