I require a parser function equivalent to the inline query extension tag <ask>.  The parser function would be called #ask, and would behave in more-or-less the exact same manner as <ask>.

I will be creating a patch for this soon.

Patch is based on initial work as a standalone extension, which is described here:

The current SVN version of Semantic MediaWiki has an {{#ask}} parser function. I'm therefore closing this bug.
