The focus indicator (blue line) is broke as a joke in IE8. IE9+ seems fine. This is present in both Beta Labs and English Wikipedia currently.

To be specific, it just doesn't show.  There's no artifacts or anything, though, so we have the option of just considering this progressive enhancement.

There is a patch up to change it to a completely new design anyway (bug 71150)

Also, it does show the more subtle focus indicator of the darkened border.

The current approach uses a shadow which is why it doesn't show up in older browsers. The patch I24f33a40cd0126ae95698c2a46858a15f502ca5 for bug 71150 uses border along with box-shadow so that should fix it.
