Wikimedia has migrated from Bugzilla to Phabricator. Bug reports should be created and updated in Wikimedia Phabricator instead. Please create an account in Phabricator and add your Bugzilla email address to it.
Wikimedia Bugzilla is read-only. If you try to edit or create any bug report in Bugzilla you will be shown an intentional error message.
In order to access the Phabricator task corresponding to a Bugzilla report, just remove "static-" from its URL.
You could still run searches in Bugzilla or access your list of votes but bug reports will obviously not be up-to-date in Bugzilla.

Blocked administrators should not be able to unblock themselves or their IP
while they are blocked. Legitimately blocked administrators (if there are any)
can use the same means to get unblocked as non-admins, but since administrators
are already immune to IP blocks (see Bug 3706) there is very little if any
utility to being able to unblock. Meanwhile, it becomes a problem when rogue
admins can simply continue unblocking themselves until a steward is found.

What happens if, for example, a "rogue administrator" blocks all other
administrators, and then proceeds to cause damage unchecked? Or in the more
likely situation, the administrator of a small wiki with few - or no - other
administrators accidentally blocks themselves?

This has been proposed before with the same outcome. If there are insufficient
stewards to fulfill needs, then appoint more. If the existing stewards aren't
doing their jobs, then replace them.

Not to argue, but there is no difference between an admin blocking all and
acting unchecked, or unblocking himself repeatedly to do that. Except that only
one of them is likely to delete the main page or edit the sitenotice of a top 10
website with 100 other admins that it would be impossible to block, practically
