Currently, if one is editing any page, and clicks the "(what's this?)" link 
beside the "This is a minor edit" checkbox, the link opens in the same window. 
Hitting back then results in ones edits being lost.

Therefore, could the link open in a new window?

This is not part of the default text and so is irrelevant to MediaWiki.  Please
ask sysops on the appropriate wiki.  (Note that they'll need to add JavaScript
or something, since MediaWiki deliberately provides no facility for new-window
links.  This is probably a case where they're a good idea, due to the stupidity
of some browsers.)
