On pages where a template is transcluded, there should be a notification ABOVE
the edit box, reading something like, "This page contains transcluded templates.
SHOW"

Currently, the templates-used section is at the bottom of the page where it
certainly goes unnoticed by many editors. At a minimum, there should be an
anchor link to the bottom of the page so that scrolling down is not necessary.

I don't like this suggestion.  Too much clutter.  Splattering tons of info
everywhere is not the way to go.  Most editors don't need to know what templates
are used on the page, so it shouldn't be there unless they look for it. 
Recommend WONTFIX.

By the way, you can typically scroll to the end of the page with some key or key
combination like End, Ctrl-End, etc.
