This has been done on en.wikipedia, and users from bs.wikipedia (including me, bureaucrat) have voted for this. Disabling unregistered users to write new pages would refer them to one wizard, and after that they could easily register and start using Wikipedia (and writing new articles) as registered users.
It would probably be a good idea to give us a link to the voting. Also, I'm curious why bs: Wikipedia needs this kind of protection that only en: (the biggest of them all) has.
Voting is on Wikipedia:Čaršija. Some other users have talked about this problem on their user pages and support this. Voting on Village Pump will be final and will defer the result of this.

More than month has past and nothing has been done?
Please come back when the Board has given consent for this to be done; locking out a large portion of users in this fashion goes against the grain of their policies of open editing.
It has been agreed (on second Wiki meetup of users of bs.wiki) that this should be done. I've reopened the bug because this has been voted and we're been waiting for a resolution. Remember, en.wikipedia doesn't allow this too
What Rob means is that this requires a decision of the Board of the Wikimedia Foundation, not only a community decision.
