Hi I use the whitelist to limit some read operations on my wiki, but since 1.9.0
the specialpage recentchanges has been moved to german : Letzte Änderungen

and there are some problems with the special characters  ö ä ü ... if have tried
to add them url encoded, not encodet and with with undersocre in the withelist
array, but nothing works.

Make sure the file is UTF-8 encoded.

(If you really cannot save as UTF-8 correctly, try wrapping the name in the
utf8_encode() PHP function.)

As far as I can see the problem is solved --> closing bug as WORKSFORME, otherwise please reopen this bug.
